Panamanian passport holders need a pre-arranged visa to enter the UAE.
Panama's trade relationship with Dubai runs deeper than most Central American countries' — the Colon Free Trade Zone has done business with Dubai's gold souks and electronics markets for years, and that commercial link means a meaningful share of Panamanian travellers to the UAE are there for sourcing trips and supplier meetings rather than tourism. Business or holiday, the entry requirement doesn't change: Panamanian ordinary passport holders need a visa approved before departure from Tocumen or any other airport.
It's worth knowing that Panama isn't on the UAE's visa-on-arrival list, and the one on-arrival option that does exist — a 96-hour transit arrangement — only applies to travellers passing through as part of a bundled hotel-and-transfer package, not to anyone planning to stay and explore. For an actual holiday or business trip, you need the standard tourist visa, arranged in advance.
Panama and the UAE both run residency-by-investment programmes, so it's common for us to see Panamanian applicants comparing the two markets — a scouting trip to Dubai's property developments, timed alongside a family holiday. That combination works fine on a single tourist visa; there's no need to apply separately for each purpose, even if the trip mixes site visits, meetings and a few days at the beach.
